Portugal's Foreign-Resident Population Reaches Nearly 1.6 Million

What the figures show

INE estimated Portugal's resident population at 11,424,031 people on 31 December 2025. Of these, 1,597,539 were foreign nationals, representing 14.0% of the resident population.

The estimated foreign-national population more than doubled between 2021 and 2025. At the same time, overall population growth in 2025 was substantially slower than during the exceptional migration-driven increases recorded from 2022 through 2024.

How to read the trend

The figures describe the number and composition of residents; they do not measure the workload of every consulate or predict how quickly a particular AIMA process will move.

They do, however, provide useful context for public discussion about administrative capacity, integration, housing, and the services needed by people establishing their lives in Portugal.

What applicants should watch
