Portugal Advances Integrated NISS Assignment for Foreign Residents

What official sources already confirm

Portugal already has an official framework connecting AIMA with Social Security for NISS assignment. The Portuguese Tax Authority described the AIMA–Social Security data exchange in March 2025 and said eligible foreign citizens regularising their position through AIMA could have identification numbers assigned and returned automatically.

A current gov.pt service page, updated on 15 June 2026, also confirms that eligible foreign citizens with a Portuguese address can request their NIF, NISS, and national health-service user number together. The integrated service is currently listed at 12 Citizen Spaces.

How the integrated process works

The official framework allows identification and immigration-status information held through AIMA processes to be transmitted securely to the relevant Social Security bodies. Where the requirements are met and no NISS already exists, the number can be assigned through that inter-agency exchange.

This coordination can reduce repeated data entry and unnecessary visits to separate public services. It also helps connect immigration regularisation with the identification numbers needed for employment, contributions, healthcare access, and other practical steps in Portugal.

Who the official framework covers

The current gov.pt service lists foreign citizens without a Portuguese Citizen Card who have requested or already obtained residence authorisation, EU nationals, applicants for international protection, and refugees or other beneficiaries of international protection. The integrated three-number service also requires a Portuguese address.

The official AIMA data declaration confirms that identification, contact, and immigration-status data may be transmitted to the relevant Social Security bodies for automatic NISS assignment. That supports the existence of the inter-agency mechanism, but it does not by itself establish that every AIMA appointment now produces a NISS immediately.

What applicants should do now

Before an upcoming AIMA or integrated-service appointment, confirm whether NISS assignment is included in that specific procedure and how the number will be delivered. Keep a record of any existing NISS request so duplicate or conflicting applications can be avoided.

Applicants who do not meet the integrated-service requirements can continue to use the separate official NISS process. The correct route depends on immigration status, address, existing identification records, and the service channel currently handling the case.

Practical takeaway

Automatic assignment can remove a separate administrative step when the integrated process applies. Confirm the procedure for your case before attending an appointment, and do not submit a duplicate request if a NISS has already been assigned.
